House needs entire interior paint plus all ground level trim work, doors and closets need repair/repaint. (5,000 ?)

I can personally repaint most of the walls and touch up the rest but that only takes care of all the patches.

You can take a piece of crap and repaint for cheap and put some gloss on it.

repainting and carpeting the primary turned rental would be a business expense? 

That $1200 payment probably doesn't include property taxes or insurance.There is also property management fees,and monthly deposits into savings accounts for minor repairs and eventually major replacement costs like new roof,driveways,hot water heaters,appliances,flooring,repainting,etc.Look at the rental calculators on this website to give you a good idea about all that is involved about ownership of rental properties.

I had to repaint the majority of my house before renting it out, but I had plenty of free time and I was waiting on some appliances anyway so no hurry. 

I have a 1 story 1600 sf house outside of Charlotte that needs to be totally repainted inside and out.

If it's more of a row house, you have a lot less yard to work with, so I would concentrate on simply making sure the yard is need and clean, then focus your energies on the front porch and front of the house.A few must do's for selling or trying to get the highest rent...Power wash the porch, front of the house (unless you have repainted) and sidewalk.  

I have 3 fourplexes with basically 900 sqft apartments.My "rehabs" so far are basically re-paint (walls, not trim), do minor repairs, replace carpet w/ LVT (about 650 sqft), replace carepet on stairs, and replace the countertops w/ pre-fab laminate tops from big box hardware stores.Materials and labor come in around $4500/unit when I do that.
