Paint and carpets could be considered repair and maintenance (opex)  if the complex is large enough that they repaint and carpet a known number of units a year.

I plan redoing 200 linear feet of the box gutters, re pouring the concrete, patch fire escape and repaint, and re build bowing wall at back of it.

One thing I know about FHA loans is that they require you to scrape off windows, rail decks and repaint them.
