With projected low prices on oil for the next 6 to 12 months and the just announced layoffs and shutdowns in oil field services and leasing will North Dakota continue to be a high growth state.Another one is that Michigan is just now reversing population decline that ran unabated since 2000.

As I mentioned, the market value may be adjusted to reflect a distressed value.At the moment, I can only think of one situation, I'm sure there are more that would be similar, as to a higher price being obtained than it's perceived or proven market value that wouldn't be predatory;If both parties know something that is not public knowledge, say we know that Kroger is going to build a shopping center where this house is and they will be announcing it soon, we may agree on a much higher price than what would be shown as the market value for that property.

You're possibly dealing with to different time frames: one for the sales agreement (say you agree to close in 45 days) and the second is your state's (and the Fed's) to return your paperwork and get all of the announcements posted.

Phoenix has been appreciating at healthy levels for the last 4 or 5 years with solid lending practices, largely void of speculators, supported by job and population growth and the resale market is below new construction prices in most areas.I think the recent Intel announcement of tooling the new plant provides just one more basis of strength for the SE Valley.
