For instance, perhaps there was an announcement in the news that a new Walmart or Fortune 500 company coming to the area.

It means....at the auction, the bank announced some minimum bid necessary for them to let it go, say $80k.

You can announce, with required notice, that you will show the property at a specific time, and you can go ahead and do that.
