what was happening in those days is there were multiple scammers mainly working out of FLA that were doing great harm to the thousands upon thousands of CA OR WA homeowners that were in foreclosure.

I see no harm in building a portfolio in Cleveland that cashflows well.

Landlords are the ones who pay mortgages, taxes, insurance, and maintenance and they are faced with late charges and harmed credit if they do not make their payment on time. 

No matter how, there is only benefit and no harm so if I were you, I will agree him to do it.
