Most people I see investing in "D" (and most investors overall) don't have any systems in place, don't create clarity for themselves let alone their tenants and just fly by the seat of their pants. 

You made me take an extra look at the tax history and I've found on the county tax records that there is a balance from year 2018 which also includes a 'Specials Tax' where I'll definitely have to look into further for clarity.

For clarity, it was a small street but it was a rapidly gentrifying area and that helped force growth there.
