PS Rochester and Buffalo were ground zero for much of this stuff also there were groups buying those homes for 10k packaging them up and selling them for 80k to investors from England. the city / state finally cracked down on that and there was some folks that got in trouble on the criminal side of it.. you can google it.. wont mention names but you can find it if you dig deep enoughBut this is nothing new.. buying hood rates for pennies and selling them for dollars to foreigners and unsuspecting out of state folks.

You would likely have to do a ground-up construction for a design you are proposing.

If you manage to get this off the ground and do some verified - meaning paperwork is in your name, or company's name, etc - projects that turn a profit, and you build some capital in a bank, you should be able to go right to that lender after a year or two and start a relationship no problem.  

If you're looking for out-of-state properties, start with turnkey single-family homes or small 2-4 unit properties while building your local network and establishing boots on the ground.

Instead you've got million dollar homes in areas that are ground zero for disaster like Jay said.

As far as actually closing transactions remotely you may want to work with an agent who is “boots on the ground” who may be able to help you with showings. 

There are a lot of rough areas here that look good on the internet but the reality on the ground is much different.
