Another thing you can do is have your heating company put switches on the boilers to turn off the heat / power to the circulator pumps or zone valves that control the heat in the apartments.

If there is an internal problem like a gas valve, rusted heat riser, bad circulator pump or (gasp) a cracked boiler, you better buckle up.When we have a situation where an owner we represent has to put in major money in repairs or must replace a regular gas boiler, we always examine the possibility of installing electric baseboard heating. 

A word to fellow investors from both coasts- too many liars and blood suckers waiting for opportunity to rip you off.

Blood and money/business don't mix well.
