Within the next 1-2 years my wife and I will be selling a 4-unit long term rental building in Wash D.C. and investing the proceeds in a Mexico vacation rental (eventually retire there).

(For instance, it certainly seems as though quite a few of Evernest's "managers" actually live in MEXICO, rather than the cities in which the properties they manage are!)

Not sure how the banks are in New Mexico, but a lot of the REO properties around my neck of the woods have asking prices over market value, so I would say where i am, it's hard to find a good REO deal.
