I believe there is a local REI that meets the first Thursday of each month in the Camp Hill Giant, second floor and is hosted by @Christian Bors.

I agree with Dick and Patrick...it's an ongoing event!

As far as time for establishing a buyers guide I can't speak to that as I'm not in your area, but as nice as it is to have a giant list you can do a lot with a small list of regular buyers with whom you've established a mutual trust.

(I had a friend who had food trucks there was a giant garage sale in a wealthy area and he put his truck on a corner of land that someone said he could , he called the health and fire department got permits for that weekend had his insurance with him. 

My plan was to organize an LLC in which people disperse their funds into a giant pool of funds as I fundraise and can make offers with this LLC.
