Plumbing is setup so I would only need to spend about $300 on plumbing and fixtures ( $120 for the 3 inch pvc and $50 for the rest of the pvc plus a shower handle and I have a spare shower head) . $100 for a toilet, and I could find a vanity for $150 easily.

I am piggy backing on this post as you offered help with it, so if i could ask a question that is similar.. i have an apartment complex here in Baltimore.. i have a couple who rented a 2 bedroom apartment.. they took in one of their grandchildren .. the wife has since died and the daughter, along with her other 3 children and 4 grandchildren have moved in ( I know this because we went into the apartment to fix a heater and there were blow up mattresses covering every inch of the floor)We have   caught  them stealing packages from other tenants ( left by the post office)..

I think the first step is to walk through every inch of that building with a GC and get a completed list of everything else that is needed.
