We think 1st floor F used to be another entrance to the house, but a previous owner took out the door and filled in with wall window.

Typically you're looking at 2 circuits for a 1000sqft duplex, 3 for a SFH of the same size.Like MikeOH said you need to have a minimum 100A service entrance to convert to BBE.

I had to call the cops and pulled my truck right up to the entrance door .     

However in this case I would replace the door locks on both so they have full access to both entrances and due to construction I would go to Walmart and buy a couple packs of the $7 curtains and hang them on the rods you previously purchased.I would slow down quite a bit on the lease breaking and go nowhere near a "Cash for keys" type scenario.
