Of course the project involved adding a masonry addition to the rear of the building within a few feet of an active Elevated (Chicago "L") train line.

This probably isn't the case, as your tenants would be complaining about being too cold or too hot.If your walls are warm, but just a few degrees colder than the interior temp, then it could be something your tenant is doing to elevate the interior temperature and humidity.
