Because if the mechanicals need protection from the locals, the renters must feel the need for protection from them also.Just my 2 cents. the issue with dogs is the windows are removed and the metal window coverings have holes in them to allow circulation. so in the winter in Chicago its freezing in those houses so they have to use portable lights and portable heaters to work inside.. its truly a shame that its come to this for rehabbers and builders..

At my ski resort Airbnbs, we have portables.  

I have portable AC units or will offer to put tenants up in a hotel if their AC goes out in the Summer. 

I would buy and keep in reserve one of the portable units on wheels...

I keep a portable AC (or 2) in storage at my places and whip them out during emergencies for guests.

But still we will probably see some increase in rent in non-rent controlled properties, decrease in quality for rent controlled one, and portably a higher shortage of rentals.
