Would it be worse sending it first, as it alarms the recipient and they may refuse accepting the mail, and then if you send as regular mail later, they'll just throw it away without looking at it?

My average water bill from previous residences is about $70.Since I have lived here these are the water bills: 1st qtr - $83 (only lived her partial qtr) 2nd qtr - landlord forgot to send bill 3rd qtr - $299 4th qtr - $410The 3rd qtr was alarming to me.

In my years of being a realtor and investor, I have only seen max occupancy become an issue when a neighbor calls because there is a plethora of cars on the street and/or parked on the grass/right of way.If you are renting the room, I would recommend that each bedroom has an egress window, smoke alarm and there is a central fire extinguisher to lower your liability and keep a safe environment.I would not physically split the property unless you get approval from the zoning and the building department.
