I believe the distinction is between "debt collection" and being "licensed to purchase/own" mortgages/DOTs. 

I read this with interest and I think here we may make some distinctions but to the general public-- if you are a landlord in some of these areas you will be considered a slumlord.

The one encourages intercourse, the other creates distinctions.

If they truly intended to integrate and participate in our economy they would be working towards residency or citizenship and would at least have a work visa.It seems the debate keeps going back and forth between cheap labor and illegal immigrants and there is a very distinct difference to keep in mind.

@John Warren Property and location class is something that I too never thought to evaluate up until very recently when I learned the distinctions in Brandon Turner's book on Rental Property Investing.

The intended use and intended user(s) of the report have become distinct from the purpose of the appraisal.

And the reason we use the word to describe such a partnership is to draw a distinction between a simple democracy partnership and a limited partnership.Limited partnerships encroach on SEC regulations.

We also saw homes in two or three distinct Detroit neighborhoods.          

The main difference being passive vs. active income, in the eyes of the IRS, and that distinction matters for LLC/entity structuring.

I've been brushing up on Fair Housing and I'm not sure about this distinction.
