If there are 2 sill plates, then maybe the first plate has the bolts, and then they put another lumber piece on top.

Every now and then you can find grip strip flooring at the local Bargain Outlet and Lumber Liquidators...but you can't count on it.Lumber liquidators also carries a lot of peel and stick (full surface) vinyl plank flooring.
