There is probably some tenant advocacy group in your area that may be able to explain the local laws.

Your advocacy is ABSOLUTELY needed to arrest the neighborhood decline cycle.Stay engaged, follow it through, your effort is will keep petty crime away and repel even worse elements from taking root.

If he allows a lock  I  would just give him a key and I am not sure if the typical notice laws apply i think they would but your local tenant advocacy group would know.   

Even most tenant advocacy groups in the Twin Cities attempt to reconcile complaints with landlords. 

It could be another resource for organization and advocacy.  

Checkout local accessible housing advocacy groups to checkout what they have the most demand for.

That would be a huge conflict of interest and open you up to huge personal liabilities and lawsuits and prison time.That would be like me who is a distressed mortgage note investor providing homeowner advocacy.
