ok granted, the title company will report the sale. but if both buyer and seller are saying house sold for $100,000 then who is going to know it didn't sell for $100,000?

Once judgment is granted can i just throw all his stuff in the trash or do i have to keep it for awhile? 

We have reached out to the city and they have provided some information about grants but that seems extremely complex without much chance for success as we would be first timers.My question is what options are out there to help with this situation.

I know I need to learn all local regulations, why the property is available, if the current tenants have leases, all of the financial analyses (Let me know if any of you have come across something I might not know), section 8, available grants, and possibilities to finance the deal if the numbers work.  

The customary California purchase agreement includes a contingency for the physical inspection of the property, so you will grant the buyer and agent access to inspect the property during the contingency period.
