State and federal laws have been created just for this......sometimes referred to as rent skimming.....getting someone to QCD their house over to you with No intention of paying their mtg payments......stay far away from this. 

These are typically built with some type of government subsidy or incentive such as tax credits for the developer in exchange for the leasing restrictions.

I’d also like to avoid paying the government nearly 40% of my take-home, especially because I’ll be putting so much time and work into these properties myself.

They have a tendency to be a little more independent and not necessarily follow typical federal standards at the state level. 

How is the shift from government employment to self employment? 

With repeated practice you can become very good at almost anything thanks to the internet at a much significant price reduction(it’s a lot of misinformation out here but you have to sort though it) that’s why government is attempting to put restrictions on the usage of internet(LOL).
