We were talking about cleaning the unit out, some paint, replacing light bulbs and light patch work.

That is, folks patched up the older homes and kept them "livable" knowing they couldn't bring in new homes. 

Developers have sometimes paid ridiculous premiums to buy a patch of land due to unforeseen concerns.

Another I was ARVing around $215-220k popped up post flip at $275k and they left the 30 year old patched roof, the door casing baseboards, and the ancient window AC unit in the second floor window (it looks the same outside).My guess is some of these newer flippers will end up losing out and the deals will come back (my hope at least).

If you get an accept offer, go into DD, find out if the utilities need to be repaired or replaced and adjust your price based on your options (full replacement, pipe bursting, patching, ect) to get you your required return.

I know that when you apply on these sites they want to know the rehab cost estimates a little bit about the property, on Patch of Land's site for instance they say they do an appraisal... 

Will need new flooring - paint, drywall patch, door trim etc. 

With a proper fix we won't be back out patching it up every couple of months.
