I transfer in a year and that's when im going to jump into REI. 

In PA you need to be careful, the state is pretty good about catching onto deals and consider places sold. not only would the owner have capitol gains but then he and you guys would have to pay transfer taxes as well, total of 2% ( 1% each usually). 

Quickbooks does not transfer to Turbo Tax very well for realistate investors. 

When you purchase a property, the contract transfers with it.

I am in the process of getting this property under contract, however the owner is deceased her name is still on the deed, do I have to wait for the sellers to get rights transferred over in court to complete this deal ?

@Matt ShieldsMatt and Ronald thanks for the reply, Matt you do make a good point it is very front end heavy with inspections and for someone to transfer their voucher can take 2 to 3 months.
