You should separate the passive side from the active side of your business, meaning that you should have another LLC (and suggesting also a Series-LLC) for your flipping business (you want to separate liabilities if you are doing multiple projects at same time and once you sell a property, you want to leave dormant the child Series-LLC used to acquire and hold that flip). 

This means I end up paying for it, and get reimbursed from the rent (tenant...maybe) in pieces.2 - I would rather take my profits from appreciation and new equity paid for by my tenants (thank-you) when they accumulate to a useful number, and keep them moving forward...growing exponentially, rather than sitting dormant in the floorboards of a property. 

They like to hide in wood, can sit dormant for a while I believe. 

There may also be a considerable amount of additional tax advantage laying dormant in your current investment property portfolio.

Also,  I'm certain the neighbors would prefer someone acquire the home and maintain it as opposed to having it sit dormant and lower property values.

Also a lot of the law firms specializing in foreclosure have shut down or gone dormant since the moratorium so I feel it is going to take a while to get back up to speed and cause a huge backlog.  

@Patrick Mahoney - if you shoot me the address in a DM I can check better for you, but this is likely the scenario.many 2nd's from 2004-2006 era have been sleepy/dormant for a long time.  

Meanwhile, you have other LLC's holding Title to the property and these basically become "dormant" since there are no funds going in or out of it.. 

So wrapping back to the question, it doesn't surprise me that it's kind of dormant because people I know that have money that might have been investors there are instead looking south and midwest.
