However in my experience, the longer you hold a property the more likely you will have that reserve exhausted. 

Your list seems fairly exhaustive and I'm confident you'll find one or two things you're not tracking along the way, but you should be safe with these docs on hand.One way to possibly automate this process a bit would be to use a service like Dotloop (after 10 files you'll need to upgrade to a premium account, which runs about $300/year right now).

That is the only thing you can really do if you have exhausted all other options and your referral network.

I have had some good success, but I find the same story over and over .. people want to save their house, and they exhaust all resources and selling the house is their last option.  

I used to do it this way and found it exhausting. 

That same city also required full specs on nearly EVERY fixture - including the bathroom exhaust fans!

As a Broker ( listing and selling ) just throwing out offers like candy is time consuming and exhausting.
