As far as a general STR strategy, a nice 3x2 house within an hour of a major attraction is not too much to manage and can drive a nice nightly rate if you go with high end design. 

Additionally, with a median home price below the national average, Cleveland offers affordability that may be attractive to some investors.

South Miami neighborhoods such as Pinecrest and Kendall will have more to do and are closer to downtown Miami with all of its attractions.

And SB9 lot split is only applicable to R1 zones making multi family land less attractive.

I do think something like this is going to be more attractive to a specific audience,  so I'd do the work to analyze that piece of it - and consider other amenities at a similar investment level that might have broader appeal in that pro/con list. 

A newly rehabbed property will attract better tenants.

Think like company like homes or zillow or local exp team that could offer a very efficient buying process thus could offer more attractive buyer commission, especially at expensive home price above 1 mil area, that would impact heavily on heavily-dependant commission based broker. 

So many more eyes trying to hinder my operation.The rural one has zero STR regulations or code enforcement but is a regional and attraction and driveable from several airports.
