Dallas Housing Authority is the same way , very problematic but all the area’s suburban housing agencies are wonderful, solutions oriented.

Is there a way to contact real estate agencies or homeowners in order to offer our window cleaning services?

The Agency is well aware that unlicensed “wholesalers” are rampant in our jurisdiction.

Different renters come in weekly (as change over is either Friday or Saturday), no renter exceeds being down there for more than 14 days per stay, so there is never a complication of it being a long term renter.My family did not have to file last year as we did not have renters due to the pandemic, so this is our first year going through this process.We are not going through an agency, so we have to do the filing on our own. 

But especially the husband has had some financial issues over the years (collection agencies, etc.).

I've been doing some research and am stuck between deciding to apply for something along the lines of a property management company or real estate agency.

He can also check with local housing agency and the agency / department for the disabled/aging if that county has them, for help with housing.
