There may be some local business that would LOVE that property as-is, that just doesn't know about it.I'd start with some fliers, and walk down the street, drop one off at every existing business.

I would walk thru the purchase process in Norway and see if you can do a quick resale and also make sure it is legal or you can’t be sued for tying up the property from the owners selling.  

They may come in under that but I haven't walked through with my contractor yet.
