I don't know the nitty-gritty details -- I'm sure Ned will chime in if I say anything incorrectly -- but I would surmise that the city is selling the lien, which gives the buyer all the rights of a lien-holder.

Yes, HUD did show it as an IE property with a certain amount in repairs, however there number was completely incorrect according to the last inspection done.
