But the shower curtain is slightly cheaper and all i have to provide is the shower rod and the tenant usually buys their own curtain. it allows them to decorate the bathroom and give it their own style.

Are you sure they mean grounding throughout the house, or did they just want a ground rod at the service panel, and the usual accompaniments (grounding water supply, grounding bond across water meter, grounding bond across water heater, etc)?

Cheapest but most impractical- You could try adding a sprayer, curtain rod, and tile surround to the existing set up, but then you'd just end up with a bunch of water on the tub deck which would then flow off on to the bathroom floor.
