Actually, the ceiling being painted (especially if it was spray painted) would make the ceiling even safer because if there is asbestos in the popcorn it becomes encapsulated in the paint. 

I like these tenants and want to them to stay, and know $200/month can be jarring.

In the meantime, a tenant was evicted, bed bugs sprayed for, and we've painted the entire place and put in new flooring.

You will need to remove the sub floor and place sound barrier insulation unless there is some sort of spray in product that I have never heard of.Probably easier and less expensive to install by removing downstairs ceiling when those tenants move out.

We always spray the cabinets as we don't want any brush or roller marks.
