Houses in neighborhood have wood fences that look nice and chain link just screams cheap.

It's always the tenants that intentionally mislead the landlord/PM (i.e. not showing employment history) that will try to scream *discrimination* into a lease of an apartment or house. 

Make him pay for his treatment -- drive the price down as hard as you can.One of the key things that you need to make sure you do in this situation is do as much as you can to minimize the probability that the tenant doesn't damage the property significantly just before they are carried kicking and screaming over the threshold.

What about a doubling of the current inventory within 12 months screams "hot market" to you?

Also with FHA and the little amount I'm putting down, most of the numbers for the properties don't make sense. (1800 gross scheduled income for a loan of 180k is not making me scream up and down and does not give me much positive cash flow)I'm wondering if I should just look for a cheaper property and buy it without living in it.

Unless you're getting a screaming deal on it, I would definitely think about it more.

There is part of me that sees the ROI and screams at you to take it, but there is a whole other side to the coin here. 

If a tenant is screaming at me about something, I just shut up, let them say what they want to say, and then address their issue in a  professional manner.
