If you aren't doing it, you should use the average amount with the oil company based on other year's usage and they will average it so it's not $500 in one pop (depending how big these tanks are).

The closing attorney or Title company may be the determiner for an answer and usually at this point in the process as an agent I'd defer to them.As an investor, I think I'd want all this squared away before closing so maybe check with the attorney/closing company.

Our insurance company (State Farm) doesn't cover flood, so our flood insurance policy is through FEMA's NFIP (national flood insurance program).
