Normally a DPA program  help buyers who may not have funds for a downpayment and closing cost.

Affordability or lack there of has the best chance of slowing this market but there appear to be plenty of buyers in all price ranges.

For copper water lines, I wouldn't look to replace buried lines until they actually fail for the same reasons and again if doing work on the interior I will often replace with PEX as Im getting other work done.

I am trying to see if I should just try to find a cash buyer who wants to hold the property and I could either finish the work as part of the deal or offer it at a reduced price for them to finish...my other option is to try to do a cash-out refinance since we have done a significant amount of work, can I still get a semi accurate appraisal without the entire work being complete.

You want to partner with the VA lodges in the area for sure and you will end up doing home buyer seminars, home selling, or investing ones as well.

I think the worst are the ones that will say they can do something for you or bring something to you then do nothing at all/fail to follow up or stay in touch (lack systems, organizational skills, and actual work to produce).

Last week, we had an issue with the plumbing in a home we sold.The buyers moved in, used the water, and some areas of the home started flooding.We sent vendors out that same day to investigate and fix the issue.

I was also going to point out Detroit.. prices peaked there in the late 80s and into the 90s when I did my very first out of state ( for me ) lending for BRRR buyers it was Detroit and it was circa 2002 to CA investors. 

Then the seller can either fix them prior to title transfer or the buyer has to assume the violations and fix them within a certain period of time after they buy the property.
