This will teach you a lot about repairs and construction. 

It's really only relied upon in new construction and even then I would place more value on a discounted cash flow with assumptions for time to stabilize to market occupancy.

Arrange home inspector  xxxx dollars  . etc etc .

I have about 140k in cash available, and looking for guidance on the best route for funding the second half of constructing a duplex.

I haven't heard back from insurance company yet whether they need a re-inspection before they insure the property.Would you rely on inspector or a roofer/roofing company to tell me if there is roof damage? 

Get rid of this tenant via eviction or Cash-for-Keys and hire your own inspector when you visit the property to fully understand its condition and needed repairs!

You may want to request the construction drawings / plans for the utilities that were installed to help better understand their impact to your property.
