You should try to talk to all tenants.A 10 unit retail property will likely require a full PCA from an engineering company, a ALTA survey and a Phase 1 environmental.  

For off-market properties, try connecting with wholesalers, sending direct mail to absentee owners, or driving around to find distressed homes.

You can also try to flip smaller unit like maybe a condo or a mobile home where you also own the land.
