@Michael Rogers; The last time I was asking questions here (late 2012) I had one "applicant" which was a group of college students, and I was uncomfortable with them because it wasn't clear who I would consider responsible for managing the property. 

I routinely execute a buyer's broker agreement with clients and charge them nothing.  

There is more then enough laws protecting renters, for them to not to worry about such details. there is an uncomfortable angle with that question.

A successful, local wholesaler here told me that when your offer makes you uncomfortable, that's a good offer or the offer you should make on the property.

Let s/he know you're nervous about the contingency expiring without confirmation the hoa questionnaire isn't going to be required by the lender, and uncomfortable letting it expire unless you've received said written confirmation. 

It's hard to work on and manage properties that you're uncomfortable visiting.Those are only a few ways to start out.

Ask uncomfortable questions.

One thing that I'm a little uncomfortable with, is the issue of Section 8 applicants...
