Especially if you plan to live there 3 years this seems like a better option for what you describe especially with 1) Large lot 2) seeing that you were thinking JADU I assume owner occupied 3) wanting to build more than one additional unit.There is no way I would be exercising the ADU rules with SB9 on the horizon especially if I were owner occupied.Good luck
