Maybe it's different if the "extra" money is coming from an assistance agency like SAVE.

I have know received a letter from the collection agency saying they'll report it to a credit bureau unless I get in touch with them in 10 days. 

The other two options: Cash for Keys (which you tried once... try again) and Services for the Homeless/Social Service Agency Guidance (provide a list of resources in your area in which he may engage.)

In the past I used Landlord Protection Agency  www.thelpa.com.  

BTW the best insulation is to run both businesses (investing and RE agency) at a high standard.

When one stays within proper bounds and treats tenants as you would like to be treated, there's zero risk - - and I don't feed the lawyers / state agencies for zero value returned to boot.Too much emotion in the expression of "need" here - - It might be well advised, but honestly,  never "needed".

We managed to use a govt agency with an "inside" Ocwen guy that helped get our 7+% int rate down to %4.6.
