Is this an obtainable and intelligent goal?

This is a way to say the prices are artificially high.  

But that's just because I am informed, I understand how intelligence and information can really ruin things when seeking to strap on the good ole tinfoil hat and start shouting about whatever next doom & gloom forecast is getting hits on Youtube. 

Who knows if we'll keep printing money and artificially keep the markets alive?

Be able to intelligently explain to someone why you think a certain property would make a good investment... before you invest in a property.3.    

That doesn't mean that I expect them to do well forever, nor does it mean that just because I picked a winner stock that I am somehow an intelligent investor that is capable of picking future winning stocks.Enjoy your ride with Facebook stock while it lasts, sure it's price is through the roof today, but what happens when the next faddish social media site comes out and suddenly Facebook is the new Myspace? 

I have heard there is no longer a limit, but am so disconnected from the VA loan that I can't speak intelligently on it.
