Someone somewhere must have kept logs of any construction going on  & if homes or other buildings were being built somewhere before city hall & computers existed.?????

Non-confirming just means that an existing unit is there, but doesn't conform to the current building codes. 

You can look up the company and see if they actually exist and call them directly.

Everyone wants the turnkey property that gives a great return but very few of those exist.

I think I remember correctly that for a period of time 80% of real estate transactions involved some sort of seller financing or existing loan assumption.
