Now because of so much damage (about 200k) the city is requiring all Units now and in the future be 1 ft above base flood elevation which is about 8ft total.

There are definitely some additional hurdles to jump through with the condos (building engineer, elevators, materials, layouts, HOAs, etc.) but if you have a solid team that has done them before you should be fine. 

If you cannot get a quote for the issue, you need to consider if you should pull out or proceed with the elevated risk.  

You should want to fire yourself and elevate to a position where you get to apply your connective learning.  

This can only happen if the property is no longer in the floodzone, which occurs if it is raised in elevation.
