I spoke to a couple institutions locally and was told it is very hard to get the financing due to the current legislations related to Covid/tenants etc. 

Biggest question mark right now is what kind of statewide rent control we get next legislative session.   

The bill is an attempt to work around the $10,000 limit on state and local tax (SALT) deductions that applies to 2018 and later years under the federal Tax Cut and Jobs Act (the Act).The effect of the legislation, for federal income tax purposes, would be to convert a SALT payment into a charitable contribution and thus avoid the $10,000 SALT deduction limitation. 

Trump just passed in some of the recent legislation a 30% tariff on imported solar panels. 

The majority of the proposed legislation targets 5 units and above, although mom & pop landlords will be affected by some as well.It could get a bit more difficult to be a landlord in ConnecticutSome of the highlights:Requires landlords to give tenants pre-occupancy walkthroughs using a State Generated form to reduce security deposit disputes.Limits on application fees and allows prospective tenants to submit their own screening reports.

Derek Kilmer (D-WA) have introduced this legislation if you live in these districts you should know what your elected leaders are doing. 

This whole legislation thing has been in play for a year.

CBO’s projection of the deficit for 2023 is now $0.4 trillion more than it was in May 2022; the projection of the cumulative deficit over the 2023–2032 period is now $3.1 trillion (or about 20 percent) more, largely because of newly enacted legislation and changes in CBO’s economic forecast, including higher projected inflation and interest rates."
