This is just a start, but I think with a bit more information, you can avoid the usual answers here like, KC, Indy, Memphis, Austin, Cleveland, etc, etc (these are ALL fine markets, but I would assert that investing in any of those cities is NOT always the best choice for the out-of-state investor, based on answers to the questions above, as there are success stories on REI in almost every town in America).

If you could buy multiple rentals with the cash out and achieve similar or better cash flow from the new ones then the choice should be obvious.

The biggest factor that cant be argued is, tankless are MUCH more efficient, if the choice was for personal residence, its easier ,  for an apartment, if it doesnt save my dollars, it doesnt make sense. 

I have my own company as a principal broker for commercial real estate.I currently have no agents by choice.

The nationally renowned Colyton Grammar School is served by school bus in the village and Exeter also has an excellent choice of state schools and league table private schools.

I'm curious to know what your criteria is that led you to narrow your choice down to those two.

When 6 people are paying rent and not tearing up the house, I buy the house a keg of their choice each week.
