Allegheny county is certainly a higher tax county than most of the others in the state.

There's no problem with a seller's agent egregiously pricing things when the FMV states differently, so there's no problem with a buyer being egregiously aggressive too.

Consider selling the duplex to put it into a higher income producing asset (out of state, DST, something).
