You're right, we should have never retained this contractor until the appropriate documents were given to us.

Despite repeated requests, the agent has not provided certain essential documents or receipts, such as proof that the home was exterminated by the seller.

But in general, everybody gets their chain documents from the clerk's/recorder's office.

In terms of the actual *mortgage* county tax, if you google NYS Mortgage Tax rate form MT-15, you will find a several page document that will highlight your tax rate depending on which NYS county you're purchasing in. 

Are you really going to make investment decisions that involve legal documents and capital being invested by outside parties based on what someone writes in these forums? 

I have been investing for more than 30+ years and had a terrible experience that is all documented.

Are you thinking of putting sparkly hearts on the document to demonstrate your creativity, is your pain point the down payment and you're trying to navigate that with seller financing, is the issue that the in-place tenants aren't paying rent?
