every market has its ups and downs.. however if your trying to buy assets under fair market values then markets with low value assets  lots of rentals lots of non English speakers tough ghetto areas.. those are all ripe for that business.. next time you get someone on the phone ask them to put their kids on the phone to translate.

Ultimately, we passed on it because it was in an historical neighborhood which required approval from the local historical society before major alterations could be made to the property and the numbers just did not make sense.
