If your lot is at least 3,600 sq.ft. you could still be able to get the 4th unit legally added; however, this would require a Variation and another request to the Zoning Board of Appeals...

On a larger scale hotels in the hospitality industry are exclusively triple net leased.Contact administrators/custodians of self directed retirement accounts to verify leasing and its variations are used.

If the work is only what you are saying, it could probably be done in the $80k range, maybe less if doing some work yourself or managing the subs yourself, but I get nervous on these projects because there's a lot of room for variation.

There does seem to be a lot of variation as to if it is enforced because I have heard from people that have not had to install them. 

(Like, Denver doesn't allow non-owner occupied STRs, but three adjacent cities do, and then those three cities have variations on what is allowed as well.)
