Pick an investment plan that fits what you like and what you have, like rent and hold, fix and flip, selling contracts, or living in one part while renting the rest.

If you go around the HOA rules, and they want to pick a fight, they can fine you and if you don't pay they can foreclose on your property. 

Normally a PM should get paid more.So the result is you get mostly PM's who struggle to survive and will pick up any business they can.
