It's not entirely logical, but it also grinds my gears that I'd essentially be giving the banks what feels like a gift by converting a low interest loan on the property into a market rate loan (assuming the new buyer is using conventional financing of course).

I typically can do an entire gut/full remodel in around 45 days +/- depending on how already habitable the house is when I take it over - which I never know because I mostly purchase As-Is no prior to inspection so more fun with all the little expensive gifts I find throughout the process.

I believe the value should be based on what the buyer and seller agree to (except for cases where the seller is gifting some value to the buyer or other such relationship based offers).Has anyone heard of such an increase to accessed value for property tax purposes for offers that are not purchased on the MLS?

That will depend on how long you've owned it and how the "gift" was structured.That being said, the 1031 exchange requires that the tax. payer for the old property and the tax payer for the new property be the same.
