I worked for an engineering company whose structural engineer messed up the design and the result was that a fully finished house had to be torn down and a completely different foundation system used.

I did foundations on both, two kitchens, repainted both of them, repointed the brick one before I repainted, and a paid for the initial pest control for both properties.

To add - Ask if it's been flooded or in a flood zone, question why there are any vacant units (if any), and inquire about the foundation.

I would use your money as the foundation, and try to bring in a few investors from your network with great terms for them (honor the money).

You were not a witness to the prior lease so someone needs to testify as to foundation for the tenant signing it and his not paying rent. 

I would take on a home that has foundation issues than this.

If he sees issues that require further expertise such as foundation issues he notes it and recommends you have additional inspections.  

A foundational model based on a strong market (jobs/population exceeding averages and projected to continue), conservative deal assumptions / modeling (rents, occupancy) and an experienced team should weather downturns.
