It caused stains on the ceilings and dry wall crack.

The stain it is more obvious than it might otherwise be because, as @Mike Reynolds has also pointed out, in wood flooring installations you usually try to run the wood to and away from the light source, which didn't happen here.Almost all of this stain is going to sand out.

Stains in walls and carpets and the house was digustingly dirty.

In August of 2020, I noticed some water stains and water dripping from the ceiling in my garage. 

If the grout is stained, you can try vinegar and baking soda as well (it will foam once mixed together),  I've also used Mr Clean magic eraser.

I saw some mention the cleaning is a ripoff but honestly we pay around $300-600 of a 2-3 bedroom condo to be cleaned so I think that's normal, the carpet is hard to say since they usually age in general I know for our lease we require the tenants to deep clean it if there are stains or smell.

Being allowed to prep/ paint a house and stain the deck prior to closing saved me a solid 10 days last year,  but I was exchanging in with no loan risk to a solid seller.

You absolutely need to pay the HOA monthlies yourself, and you will also need to pay the HOA fines that your tenants may/will incur--weeds, tall or brown grass, car on lawn, oil stain in driveway, garbage cans in wrong place at wrong time, etc..

He was with Spectrum for property management and they just advised him that the tenant that just vacated has done major damage to the property, floors are bare concrete and nicely stained from animal feces and urine, other assorted things in the home are broken/in need of repair.

But if she smokes inside, might it stain the paint on the ceiling?
